Steam

Direct answer: Xbox and PC Game Pass players can play together. Steam players can play with other Steam players, but Steam cannot join the Xbox and PC Game Pass pool.

The important distinction is storefront, not hardware

Two people can both be on Windows PC and still use separate multiplayer pools. A copy launched through Steam belongs to the Steam pool. A Windows copy provided through PC Game Pass belongs to the Xbox and PC Game Pass pool.

Compatibility means the two storefront copies are allowed to share a multiplayer pool. It does not prove that the servers are currently available, a specific invite is valid, a network allows the connection or a future platform update will keep the same policy.
